HC Deb 17 May 1991 vol 191 c308W
Mr. McMaster

To ask the Secretary of State for Scotland if he has any plans to allocate resources towards the promotion of public library services for blind and partially sighted people; and if he will make a statement.

Lord James Douglas-Hamilton

The allocation of resources to public library services is not a matter for the Secretary of State, but for individual local authorities—usually the district and islands councils, but Highland, Borders and Dumfries and Galloway regional councils in their respective areas—which have a statutory duty to secure the provision of adequate library facilities for all persons resident in their area.
