§ Mr. Lennox-BoydWe are continuing our policy of establishing safe havens in northern Iraq. We will assist with the most appropriate measures to meet the humanitarian needs of all Iraqi refugees as quickly and effectively as possible. We hope that the United Nations will soon be in a position to take over the operation.
