To ask the Secretary of State for Foreign and Commonwealth Affairs if he will set out the reasons why the United Kingdom abstained in the vote at the 45th General Assembly of the United Nations concerning the call for the prohibition of military attacks on civil-safeguarded nuclear facilities.

In its explanation of vote on the resolution the United Kingdom statedThe United Kingdom's policy is to maintain negotiations on this subject in the Conference on Disarmament. In our view operative paragraphs 1 and 4 of L38 are inconsistent with that approach". (Resolution L38 was entitled "Prohibition of Attacks on Nuclear Facilities".)
