Mr. O'Neill
To ask the Secretary of State for Foreign and Commonwealth Affairs what is his policy regarding participation in seminars on maritime military doctrine with non-NATO nations.

§ Mr. Douglas Hogg
In accordance with the commitment in the 1990 Vienna document on confidence and security-building measures we shall he participating in the second military doctrine seminar between all CSCE participating states which will be held in Vienna later this year. The agenda for the seminar has yet to be decided, but is likely to allow coverage of a range of conventional arms control issues.
