To ask the Secretary of State for Social Security when he will make an announcement about the establishment of the benefits and contributions agencies.

Mr. Newton

These agencies will come into being from April 1991 and I shall be formally launching them on 10 April. I am arranging for framework documents and business plans for both agencies to be placed in the Library.
