§ Mr. BaldryNegotiations for a framework convention on climate change are taking place under an inter-governmental negotiating committee established by the United Nations General Assembly. The United Kingdom is playing an active role in the negotiations and we hope that the convention will include an expression of the need for precautionary action in the face of serious or irreversible threats of environmental degradation.
