asked Her Majesty's Government:

Whether they have made any representations to the Chinese Government about the resumption of arms shipments to the Khmer Rouge, announced by Chinese Foreign Ministry spokesman Duan Jin; the sale of arms to the military regime in Burma, and the continued use of armed force in Tibet, East Turkestan and Mongolia to suppress the people of these territories; and whether they will raise these matters in the United Nations Security Council.

The Minister of State, Foreign and Commonwealth Office (The Earl of Caithness):

We are not aware of any Chinese Foreign Ministry statement announcing the resumption of arms supplies to the Khmer Rouge. We have made no representations to China about reports of arms sales to Burma.

We regularly express to the Chinese Government our concern about reports of human rights abuses in Tibet and elsewhere in China. The EC Presidency, on behalf of the Twelve, raised this and the situation in Burma at the recent session of the UN Commission on Human Rights. We have no plans to raise these matters in the United Nations Security Council.
