asked Her Majesty's Government:

Whether the United States has proposed setting up a fund to which European countries might contribute to promote "democracy and market economy reforms" in Central America and the Caribbean and of which it would be "co-ordinator and administrator's (press reports 5th May 1990) and if so what has been their response and that of the European Community.

The Earl of Caithness:

Following discussions between the United States and Central American countries, a partnership for democracy and development is under consideration, with the purpose of better co-ordinating political and economic support for Central America. The members of the European Community participated in a preliminary meeting on the subject in Washington late last year. A further meeting will be held in Costa Rica next month.
