§ Mr. DunnachieTo ask the Secretary of State for Scotland what assessment he has made of the loss of housing stock in rural areas through the rent-to-mortgage scheme; and if he will make a statement.
§ Lord James Douglas-HamiltonSales through the rent-to-mortgage scheme do not result in a loss of housing stock in rural or other areas but in a change of housing tenure. I consider that public sector tenants in rural areas should have the same opportunity to purchase their homes as their urban counterparts. Significant interest has been shown by around 10,000 local authority tenants throughout Scotland who will be eligible to participate in the rent to mortgage scheme from 1 April 1991. Wider issues relating to housing in rural areas are being addressed by Scottish Homes through its rural strategy.
