§ Mr. ChopeIt is illegal to cycle on footpaths; the exclusive right of way is on foot. The responsibility for the control and use of footpaths rests with individual local authorities. The Department has published advice on aspects of shared use by pedestrians and cyclists in local transport note 2/86—HMSO—copies of which have been placed in the Library. Figures for injuries caused by cyclists to pedestrians on footpaths are not collected centrally.
