To ask the Secretary of State for Transport what is his policy on the control of the use of footpaths by cyclists; how many injuries to pedestrians on footpaths caused by cycles there have been; and if he will make a statement.

Mr. Chope

It is illegal to cycle on footpaths; the exclusive right of way is on foot. The responsibility for the control and use of footpaths rests with individual local authorities. The Department has published advice on aspects of shared use by pedestrians and cyclists in local transport note 2/86—HMSO—copies of which have been placed in the Library. Figures for injuries caused by cyclists to pedestrians on footpaths are not collected centrally.
