§ Mrs. RumboldA new system of recording data on the recapture or surrender of absconders was introduced in November 1990. From that date until the end of 1990, a total of 190 prisoners unlawfully at large from open prisons were recaptured or surrendered. This figure includes prisoners who had failed to return to prison having been granted temporary release. The information requested prior to November 1990 is not readily available and could be provided only at disproportionate cost.
