asked Her Majesty's Government:

Whether they will provide details of savings arising from the United Kingdom's withdrawal from the United Nations Educational, Scientific and Cultural Organisation for the financial year 1989–90 and whether they will give a breakdown of how these funds were reallocated in the main areas of the organisation's activity.

It is no longer meaningful to distinguish between expenditure made possible by our withdrawal from UNESCO in 1985 and the rest of the aid programme.

However, when the aid programme is planned, the areas which would have benefited had membership of UNESCO continued, particularly training and educational assistance, are taken fully into account.
