§ Mr. JackThe White Paper "Children Come First" quoted rape and incest as circumstances which might constitute good cause for a caring parent claiming income support or family credit not to co-operate in seeking maintenance from the absent parent. We are still considering carefully all the comments we have received on this proposal, and whether it is in the interests of the children to publish a list. Regulations will prescribe the circumstances in which a benefit reduction will not apply in as much detail as possible.
