To ask the Secretary of State for Social Security what is the basis on which income-related benefit levels are set.

I refer the hon. Member to paragraphs 2.1 to 2.5 of the memorandum on benefit levels and a minimum income, dated 18 October 1989, and submitted to the House of Commons Social Services Committee. A copy of the complete memorandum is in the Library.
