§ Mr. HeseltineThere is widespread debate in the United Kingdom and internationally about the use of economic measures to supplement regulation as a means of protecting the environment. My Department continues to be closely involved. The Government's approach to these matters was described in chapter 1 and annex A of the White Paper "This Common Inheritance"—Cm 1200—published last September.
