To ask the Secretary of State for Foreign and Commonwealth Affairs on how many occasions in each of the last five years Her Majesty's consul in Moscow has visited(a) Estonia, (b) Latvia and (c) Lithuania.

Mr. Lennox-Boyd

Her Majesty's consul in Moscow has made no official visits to these republics in recent years. He has, however, made private visits.

Working visits have been made to all three of the Baltic states by other embassy officers, all of whom have been prepared to handle consular matters.

To ask the Secretary of State for Foreign and Commonwealth Affairs what initiatives are currently being taken or considered which would make available the expertise and skills of industry in the United Kingdom to the Governments of the Baltic republics in order to assist them in diversifying their own economies; and if he will make a statement.

British expertise and skills are being made available to the Baltic states through the know-how fund for the Soviet Union, which began disbursing in April. One of the projects already approved under the know-how fund is in the Baltic states and other projects there are under consideration.
