Lord James Douglas-Hamilton
A local housing authority receives housing support grant when estimated eligible expenditure exceeds estimated eligible income in respect of the authority's housing revenue account. The level of capital debt is one of the factors which influences estimated eligible expenditure. The amounts of housing support grant paid to individual authorities in each year since 1981–82, expressed as a total and as an amount per council house, are shown in the table.
