§ Mr. LangYes, I intend to make changes to six of the cash limits within my responsibility as follows.
Subject to parliamentary approval of the necessary supplementary estimate, the cash limit for class XV, vote 3: Training programmes; roads and transport, and industrial support, Scotland, previously known as training programmes and industrial support, Scotland, will be increased by £161,194,000 from £444,488,000 to 221W £605,682,000. This increase reflects the transfer of responsibility for roads and transport from the Scottish Office Environment Department to the Scottish Office Industry Department with effect from 29 July 1991, and takes account of increased provision of £13,600,000 for Scottish Enterprise and £1,400,000 for Highlands and Islands Enterprise in respect of Scotland's share of the increased provision for adult training, previously announced by the Secretary of State for Employment on 26 February 1991. There will be a consequent reduction of £146,192,000 in the cash limit for class XV, vote 5, roads, transport and environmental services, Scotland from £279,635,000 to £133,443,000.
Subject to parliamentary approval of the necessary supplementary estimate, the cash limit for class XV, vote 13, law, order, miscellaneous health services and social work services, Scotland, previously known as law, order and miscellaneous health services, Scotland, will be increased by £31,326,000 from £180,438,000 to £211,764,000 to reflect the transfer of provision for social work services from class XV, vote 14, education, arts and libraries and also to cover the transfer of the provision for Scottish prison headquarters staff from class XV, vote 20, Scottish Office administration. This latter transfer will increase the running cost provision on class XV, vote 13 by £2,797,000 from £100,662,000 to £103,459,000.
Subject to parliamentary approval of the necessary revised estimate, the cash limit for class XV, vote 14, education, arts and libraries, Scotland, previously known as education, arts, libraries and social work, Scotland, will be reduced by £32,041,000 from £253,004.000 to £220,963,000 to take account of the transfer of responsibility for social work services from the Scottish Office Education Department to the Scottish Office Home and Health Department. A corresponding increase is being sought on class XV, vote 13, law, order and miscellaneous health services, Scotland.
Subject to parliamentary approval of the necessary revised estimate, the cash limit for class XV, vote 20 will be decreased by £2,797,000 from £143,239,000 to £140,442,000 to cover the transfer of prison headquarters staff to class XV, vote 13. Accordingly the running cost provision on class XV, vote 20 will be decreased by £2,797,000 from £139,395,000 to £136,598,000.
Subject to parliamentary approval of the necessary supplementary estimate, the cash limit for class XV, vote 26, hospital, community health, family health (part) and other health services, Scotland is being increased by £26,162,000 from £2,306,242,000 to £2,332,404,000 to help meet the costs of pay awards following the 1991 report of the review bodies for nursing staff, midwives, health visitors and professions allied to medicine and on doctors' and dentists' remuneration. This also includes an amount of £3,462,000 as a result of the transfer of provision for training from class XV, vote 13, law, order and miscellaneous health services, Scotland to class XV, vote 26.
There is no change overall to the Department's running costs limit. As already announced the increase in respect of the review bodies' awards and the provision for employment training have been charged to the reserve and will not therefore add to the planned total of public expenditure. There is no net impact on public expenditure from the other changes shown above.
