§ Mr. Douglas HoggTogether with the other permanent members of the Security Council, we approved the secretary-general's plan on 22 April, subsequently endorsed by the Security Council on 29 April. We shall continue to do everything possible to assist the secretary-general. His plan is the best way to bring this dispute to an end.
