HL Deb 03 June 1991 vol 529 cc25-6WA
Lord Sefton of Garston

asked Her Majesty's Government;

Whether the admission of patients to Guy's Hospital is entirely a matter for the management of that hospital.

The Parliamentary Under-Secretary of State, Department of Health (Baroness Hooper)

No. The management of Guy's and Lewisham Hospitals NHS Trust will agree contracts with purchasing authorities, both regional and district health authorities and GP fundholers, to provide services. These contracts will specify agreed quality, quantity and cost of services to be provided.

Lord Sefton of Garston

asked Her Majesty's Government;

What control the district health authority has retained over Guy's Hospital in regard to the admission of patients, whether private or not.

Baroness Hooper

It is the responsibility of the district health authority to ensure adequate and comprehensive health care for its resident population. It will continue to exercise control over the admission of patients to Guy's Hospital through the service agreements, or contracts, it has with Guy's Hospital. These specify agreed quality, quantity and cost of services to be provided.

Lord Sefton of Garston

asked Her Majesty's Government:

Whether they have any power to fix the payments which may be made to Guy's Hospital by private patients.

Baroness Hooper

As with any other NHS hospital, Guy's is allowed to set charges for private patients on a commercial basis. As a minimum the charge must cover the full costs of treatment.

Lord Sefton of Garston

asked Her Majesty's Government:

What categories of staff voted in favour of trust status for Guy's Hospital; who manages the trust; and whether they have the authority to award benefits to themselves over and above any benefits which they received prior to trust status.

Baroness Hooper

Information about how individual categories of staff voted in ballots about NHS trust status is not held centrally.

The trust is managed by a board consisting of a non-executive chairman, five non-executive directors and five executive directors, including a chief executive. Salaries of chairmen and non-executive directors are determined centrally and details are publicly available. The remuneration of executive directors is determined by the board.
