To ask the Secretary of State for the Home Department what plans he has to recommend stronger penalties for those who steal cars and then use the vehicle recklessly.

Mr. John Patten

We have no plans at present to increase the maximum penalty of six months' imprisonment for taking a motor vehicle without the owner's consent. When those who have taken a car are convicted of reckless driving, they are liable to up to two years' imprisonment, or five years, if they have caused a death.
