§ Mr. WaldegraveNo; as I said in the debate, many trusts are expanding and some are contracting. The prime responsibility of NHS trusts is to provide services and they will make their manpower plans in response to demand from health authorities and other purchasers. Therefore, the plans are likely to change over time.
