asked Her Majesty's Government:

Whether the reported inclusion of the boundary dispute between Kuwait and Iraq in the cease-fire terms proposed by the US has their approval, given that the relevant UN Security Council resolutions required this to be settled in negotiations between Kuwait and Iraq.

Security Council Resolution 687 (1991) called on the UN Secretary General to lend his assistance to make arrangements with Iraq and Kuwait to demarcate the boundary between them. The Council also demanded that Iraq and Kuwait respect the inviolability of the international boundary set out in the Agreed Minutes of 1963 between Iraq and Kuwait, which were registered with the United Nations.

The Foreign Ministers of Iraq and Kuwait have notified the Secretary General of their acceptance of the relevant provisions of this resolution. After further consultations with the Governments of Kuwait and Iraq, the Secretary General established a boundary commission to carry out the demarcation of the border on the ground. He had our full support in doing so.
