asked Her Majesty's Government:

(a) what contributions to their expenses in relation to the Gulf War have been received (or are expected) by the participating allies, including the United States; (b) from which governments have these contributions been received or promised; (c) what proportion of their costs have been covered in this way; and (d) whether techniques and technologies developed during the war will be shared with the contributors.

I refer to the Answer given by my right honourable friend the Chief Secretary to the Treasury in another place on 23rd April 1991 (Official Reporrt, col. 385). Since then Luxembourg has pledged a donation of approximately £1 million to the United Kingdom. This generous support from many countries for our efforts in the Gulf has been given in recognition of the fact that the liberation of Kuwait was a common objective of the international community and not in return for any commercial or technical arrangement. It is for contributing governments to make public donations to other members of the coalition.
