§ Mr. Douglas HoggFollowing a recent competitive tender I am happy to announce that in the autumn the institute of international studies at Leeds university under the guiding hands of Professor David Dilks and Dr. John Hemery, will run a course to improve the skills of over 50 diplomats from a number of central and eastern European countries. This is a further aspect of the know-how fund programme to help the process of radical change in the civil services of those newly democratised countries.
