To ask the Secretary of State for Foreign and Commonwealth Affairs what steps the Government are taking at the intergovernmental conference on political union to protect the welfare of animals.

The United Kingdom has proposed that the conference makes a declaration, noting that Community legislation on a wide range of subjects can affect the welfare of animals and calling on the Council, the Commission and the European Parliament to ensure that the Community, when taking any action which affects animals, pays full regard to their welfare requirements and their status as sentient beings.
