To ask the Secretary of State for Trade and Industry what discussions he has had with the Office of Telecommunications about the establishment of a compensation scheme in respect of recorded premium telephone services.

The issue of compensation schemes in respect of premium rate telephone services was considered by the Monopolies and Mergers Commission in 1989. Its report recommended that such a scheme should be introduced for chatlines. This scheme is now in operation and also includes other live services. It was not recommended that it should include recorded services. I have not held any recent discussions with OFTEL about extending the scheme in this way.
