asked Her Majesty's Government:

Whether since 1945 a valid peace treaty exists between the USSR and Romania; what is the status in international law of those parts of Moldavia, formerly in Romania and now within the USSR; and whether the USSR has the right to impose military conscription on Moldavia.

The Soviet Union and Romania signed a peace treaty in 1947 which inter alia defined the present Soviet/Romanian border. The United Kingdom, United States and other countries were parties to the treaty which came into force on 15th September 1947. The imposition of military conscription cannot be held unlawful under international law provided that international human rights standards are respected.
