2. In column (5) the figures are for current expenditure including loan and leasing charges and are at final outturn to 1988–89, provisional outturn for 1989–90 and budget estimate for 1990–91.
3. Conversion to real terms figures in columns 4 and 6 is by means of the Treasury GDP deflator (October 1990). All years are at 1990–91 prices.
4. Non-domestic rate income is excluded on the grounds that, although since 1989–90 the level of NDRI has been controlled by central government and formed part of aggregate external finance, this was not the case in earlier years when business rate levels were set by local authorities.
