However, an estimate based on movements between fifth and sixth forms suggests that about 40 per cent. remain on at school after fifth form. The Ministry carries out routine surveillance on animals and animal products for veterinary residues. Where evidence of illegal use of growth-promoting hormones is found, farmers can be prosecuted. In 1989, proceedings were taken against four farmers, two successfully. In 1990 there were no prosecutions.
