asked Her Majesty's Government:

What was the average grant or cash payment made by (i) housing associations and (ii) local authorities under the Tenants Incentive Scheme at the latest date for which figures are available; and

What is the estimated average grant proposed by those local authorities who have been given approval to operate cash incentive schemes in 1991–92.

The average grant paid up to December 1990 by housing associations under the Housing Corporation's Tenants Incentive Scheme was £13,000. Local authorities report annually on the operation of their approved cash incentive schemes. The average grant payment in 1989–90 was £10,500.

The average level of grant payable under the five local authority cash incentive schemes so far approved for 1991–92 is approximately £13,000.
