To ask the Secretary of State for the Environment if he will publish the figures for total expenditure by all local authorities in each of the last five years; what was that expenditure as a proportion of gross domestic product; and what proportion of that expenditure was met by(a) domestic rates or community charge, (b) non-domestic rates and (c) Government grant.
