Whether, as reported, United States firms are already contracted to undertake the greater part of the rebuilding of Kuwait; and if so whether this was by agreement with other members of the coalition.
§ Lord ReayWe are co-operating closely with the United States and the Kuwaiti Government over Britain's involvement in Kuwait's reconstruction. Few contracts have so far been awarded but it appears that British companies are already competing favourably in the initial emergency phase. The Kuwaiti Government warmly welcome the prospect of United Kingdom participation. We will continue to support British industry's efforts to win a substantial number of contracts.
