asked Her Majesty's Government:

What information has been made available to the United Kingdom, the United States and other military participants in the Gulf War concerning future constitutional arrangements in Kuwait; and under what official Kuwaiti auspices are current rebuilding and other contracts for post-war Kuwait being drawn up.

Future constitutional arrangements will be a matter for the Government and people of Kuwait. The Kuwait National Conference held in Jedda in October 1990 agreed that there should be a return to the provisions of the 1962 constitution as soon as possible after liberation. We welcomed this agreement.

Plans for the reconstruction of Kuwait following liberation are at present being drawn up by the Government of Kuwait, at present in Taif Saudi Arabia.
