asked Her Majesty's Government:

Whether the Gulf Crisis Financial Co-ordination Group is the body within which contributions to the United States and the United Kingdom from countries not participating in the Gulf war are discussed and settled, and if not where such discussions take place; and whether the military participants align their positions in advance, and if so in accordance with what criteria.

Discussions about contributions to UK military costs take place on a bilateral basis with those countries willing to contribute.
