§ Mr. Garel-JonesThe 4 February meeting of the intergovernmental conference on political union discussed proposals for a common foreign and security policy. My right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs and others emphasised the need to take account of the Twelve's response to the Gulf crisis. Foreign Ministers will return to this subject at subsequent meetings of the IGC.
