§ Mr. HinchliffeTo ask the Secretary of State for the Environment if he will take steps to ensure that importation of waste substances for recycling results in the recycling of all the materials imported.
§ Mr. Baldry[holding answer 11 February 1991]: Under the Transfrontier Shipment of Hazardous Waste Regulations 1988 which implement European Community directive 84/631 as amended on transfrontier shipments, hazardous waste that is imported for recycling must be subject to a contract between the producer of the waste and the recycler to the effect that the waste will be recycled. It is proposed in the draft Council regulation on the supervision and control of shipments of waste within, into and out of the European Community to extend the use of contracts binding the producer and the recycler to all imports of waste, except for certain categories of waste —to be determined—which are completely innocuous.
