asked Her Majesty's Government:

Why it was considered necessary to use handcuffs to remove a Palestinian from his office (as reported in The Times on 25th January), who authorised such action, and whether they will confirm that the person in question has since been released.

I understand that the person in question was detained under Schedule 3 to the Immigration Act 1971 during a joint operation carried out by the Immigration Service and the City of London Police. I am assured by the Commissioner of Police that handcuffs were not used. The person in question was released from custody on 25th January.
