Mr. Flynn

To ask the Secretary of State for the Environment (1) what proposals have been put forward by the United Kingdom delegation to the international conference on global warming held in Virginia in February 1991; how the United Kingdom has been represented at this conference; and what assistance has been afforded to non-governmental organisations to attend the conference as observers;

(2) what resources were offered by the United Kingdom to support the administrative secretariat of the intergovernmental global warming conference held in Virginia, USA in February.

Officials from my Department and others are attending the first negotiating session in Virginia of the intergovernmental negotiating committee for a framework convention on climate change. At the session, officials have announced the United Kingdom's intention to provide £85,000 to support the secretariat for the negotiations and the attendance of developing countries at this and further negotiating sessions. NGOs are attending this session and the United Kingdom has supported rules of procedure which secure their presence at further sessions.
