To ask the Secretary of State for Social Security if he will list for(a) Greenock and Port Glasgow, (b) Strathclyde and (c) Scotland as a whole (i) the total number of recipients and (ii) the total values of the payments in (1) cash and (2) constant terms, under the exceptionally severe weather payments in each year from 1979–80 to 1990–91.

(2) if he will make it his policy to ensure that every non-smoking employee in his Department has the right to work in a smoke-free area; and if he will make a statement.

The Department's current nonsmoking policy, aimed at introducing extensive smoke-free areas in all DSS offices, was introduced in July 1989. A review of progress in June last year revealed that nearly 80 per cent. of the offices had introduced smoke-free working areas. In the remaining offices local discussions towards introducing smoke-free working areas were continuing.
