asked Her Majesty's Government:

Why the prisoner "David", referred to in the Daily Telegraph of 9th December 1991, was kept in a police cell in view of his medical condition; on what date he was convicted, and in which police stations and prisons he was held since coming into custody.

The prisoner concerned was sentenced at Manchester Crown Court on 26th September and taken to Stretford police station because, under the arrangements for holding prisoners in Manchester, only unsentenced inmates are held in Manchester Prison. Sentenced inmates are held by the police and allocated to training prisons by prison service staff. The prisoner was transferred to Hope Hospital on 27th September and returned to Stretford police station the next day. On 30th September he was transferred to Preston Prison hospital. He is now being held in Liverpool Prison hospital. Since this incident a new agreement has been reached under which convicted prisoners, who require hospital treatment, will be accepted by Manchester Prison subject to the availability of prison hospital places.
