asked Her Majesty's Government:

Whether, in drafting Statutory Instrument 1991 No. 1254, the Secretary of State had the assistance of the diocesan authority for the Diocese of Leicester; whether that authority proposed the terms of the order and gave the details in the Schedule to the Secretary of State; and, if the diocesan authority did not propose the terms of the order, who did so.

The Leicester Diocesan Authority assisted the drafting of Statutory Instrument 1991/1254 by providing certain information for inclusion in the order. In particular, where the property had been sold, the authority provided details of the net proceeds of sale for the purposes of the schedule. The authority did not propose the terms of the order but it did apply for the order and no doubt would have been aware of its likely content. The terms of the order were proposed and drafted by the Department of Education and Science.
