To ask the Secretary of State for Education and Science (1) what assumption has been made by the Government regarding the level of the teachers' pay award to be implemented from April 1992;

(2) what recognition is given in the standard spending assessment figures for 1992–1993 to the full year effects of last year's teacher pay settlement.

The education standard spending total for 1992–93 takes account in broad terms of the range of pressures on the education service, including follow through from the 1991–92 teachers' pay settlement. It also takes general account of the scope that local authorities have to make efficiency savings. My right hon. and learned Friend has asked the school teachers' review body, in making its recommendations for teachers' pay for 1992–93, to have regard to affordability given the level of education standard spending for 1992–93.
