§ Mr. Douglas HoggThe Lord Advocate issued a warrant for the arrest of two Libyan officials on 14322W November. On that day we passed a copy of the warrant and a detailed statement of the facts to the Libyan permanent representative to the United Nations. These documents, together with our demand for the surrender of the two accused, were also conveyed to the Libyan Government by Italy, who act as our protecting power in Libya. On 27 November we issued two statements: one in conjunction with the United States and the other in conjuction with the United States and France. Copies are being place in the Library of the House. Both statements were conveyed to the Libyan Government by the Italians. We have so far received no indication from Libya that it is willing to accede to our demands.
