§ Mr. BaldryMy right hon. Friend has received from a variety of sources proposals for the creation of environmental protection agencies of various kinds. The Government's views on the institutions required for environmental protection were set out in chapter 18 of the White Paper "This Common Inheritance" (Cm. 1200) published in September 1990.
