asked Her Majesty's Government:

Whether the forced internal deportations from their homes and land in 1988 to 1990 of Iraqi Kurds, constitute a breach of the Fourth Geneva Convention, especially Articles 45, 49 and 147.

The Fourth Geneva Convention covers the case of those who find themselves in the hands of a party to a conflict or occupying power of which they are not nationals. The treatment of Iraqi Kurds by their own government contravenes international humanitarian obligations accepted by the Government of Iraq.
