To ask the Secretary of State for Education and Science what the Government have allocated to the National Advisory Body, and subsequently for the Polytechnics and Colleges Funding Council, each year since 1982 in (i) cash terms and (ii) real terms, indexed so that 1982 equals 100.

With the creation of the PCFC sector in 1989–90, direct comparisons with earlier years are not possible. Funds allocated to the PCFC amounted to £1,114 million in 1989–90 and an estimated £1,108 million in 1990–91.

Prior to 1989–90, funding of colleges now in the PCFC sector was not directly through NAB. Figures from 1982–83 through to 1988–89 therefore cover not only those institutions currently in the PCFC sector but the other higher education establishments maintained by the local authority sector. Total allocations to these establishments for higher education plus capital expenditure by LEAs amounted to:

constant price and index figures have been calculated using the retail prices index. The reduction in expenditure per student in 1982–83 reflected a change in the level of fees payable as part of the mandatory award.
