How many consuls they maintain within the USSR, where they are located, and which locations have only locally recruited staff.

The only British consular representation in the Soviet Union is the consular section of the British Embassy in Moscow where there is a consul-general, a consul and a vice-consul, all of whom are UK-based. There are locally-engaged support staff in the section.
