§ Mr. Peter LloydThe Police Complaints Authority is independent from both the police and the Government. It is not required to report the outcome of investigations which it supervises to the Home Secretary. However, it is understood that the investigating officer's report on the circumstances surrounding Mr. Stewart's death has been considered by the Commissioner of Police of the Metropolis, the Director of Public Prosecutions and the Police Complaints Authority. They have concluded that there are no grounds for taking criminal or disciplinary action against any police officers.
