Why the empty detention centre at Buckley Hall in Rochdale is not in use.

Her Majesty's Young Offender Institution Buckley Hall closed on 12th September 1989. The type of accommodation it provided was surplus to the needs of the young offender population. The fabric of the building also required a substantial sum to be spent on repairs.

The Prison Service estate in the North has a surplus of low security dormitory accommodation and Buckley Hall, even if repaired, would not be suitable for prisoners displaced by the loss of accommodation at Manchester.
